Akbaruddin Owaisi expressed concern over irregularities in fee recovery scheme

All India Majlis-Ittehadul Muslimeen (AIMIM) leader Akbaruddin Owaisi has expressed serious concerns over irregularities in the fee refund scheme, alleging that people who are not eligible are reaping the benefits of the government’s gesture at the expense of genuine students.

He pointed out some complex issues related to duty recovery during Question Hour in the Telangana Legislative Assembly on Friday (September 11, 2026). According to Mr. Owaisi, the minimum wage for skilled labor was Rs 1.98 lakh in rural areas and over Rs 2.2 lakh in urban areas. “Given the current wage regulations, no one will receive a refund of fees,” he said.

There were issues due to which students did not have to reapply for refund every year despite low attendance, which could lead to misuse of funds allocated by the government. He expressed concern that excessive delays in the payment of compensation dues were negatively impacting staff as thousands of teachers were not being paid on time.

Mr. Owaisi stressed the need for a comprehensive review of the existing system with the development of new rules and guidelines to ensure that funds are not misused. “There are many irregularities in the implementation of the scheme. The mistakes of the previous government must be corrected,” he said.

The AIMIM leader acknowledged the financial constraints faced by the government in disbursing funds but said it could be overcome if “leaks” in GST collection are plugged. “As a responsible person, I can say that the government can earn an additional ₹2,000 crore if the leaks are plugged,” he said.

Industry and Information Technology Minister D Sridhar Babu said the government will soon convene an all-party meeting to seek the views of parties on the implementation of the scheme. “We are open to constructive proposals from political parties,” he said.
