Adding that “there must be a debate about where power lies in these islands”, Mr Swinney said: “By establishing a clear, understandable framework, both sides of the constitutional debate can move forward constructively, fully aware of the agreed process by which the Scottish people can exercise their democratic rights at a time of their choosing.”
