The BRICS leaders took a strong stand against terrorism by condemning the April 2025 Pahalgam attack in Jammu and Kashmir. The leaders took a strong stand in their declaration in New Delhi on Saturday and also called for decisive action against cross-border terrorism and those who support it.
In the New Delhi Declaration on “Building Resilience, Innovation, Cooperation and Sustainable Development”, the BRICS leaders strongly condemned the Pahalgam attack on April 22, 2025 in Jammu and Kashmir, which killed 26 people, and called for action against cross-border terrorism and terrorist financing.
The declaration, published under the title “Building Resilience, Innovation, Cooperation and Sustainable Development”, demonstrates the BRICS countries’ common position on terrorism and other growing security threats, including terrorist financing, cyber fraud, illicit financial flows and cross-border fraud networks.
‘Strongest terms’ to condemn Pahalgam attack
At the heart of the outcome of the security declaration, member countries condemned the terrorist attack on April 22, 2025 in Pahalgam, which killed 26 people and injured many more.
“We condemn in the strongest terms the terrorist attack in Jammu and Kashmir on April 22, 2025, in which 26 people were killed and many more were injured. We reaffirm our commitment to combating terrorism in all its forms and manifestations, including the cross-border movement of terrorists, the financing of terrorism and the establishment of safe havens,” the declaration says.
The declaration explicitly stated that all terrorist acts are criminal and unjustifiable, regardless of their motivation, whenever, wherever and by whomever they are committed.
BRICS calls for action against terrorist networks
Reaffirming their commitment to combating terrorism in all its forms and manifestations, the BRICS leaders emphasized the urgent need to stop the cross-border movement of terrorists, disrupt terrorist financing networks and eliminate safe havens.
Member States reaffirmed that terrorism should not be associated with any religion, nationality, civilization or ethnic group, while declaring that all those involved in terrorist activities must be held accountable in accordance with national and international law.
