The government on Thursday announced operational guidelines for the third phase of the Digital India Land Records Modernization Program (DILRMP 3.0) with an outlay of Rs 565.5 crore for 2026-31, aimed at integrating land records, maps, registrations and related data through a GIS-based digital framework.
Introducing the guidelines, Union Rural Development Minister Shivraj Singh Chouhan said the program will go beyond digitization of individual records and move towards an integrated land management system.
“Land is not just a piece of soil, it is the pride of our farmers, the blessing of our ancestors and the identity of future generations,” Chouhan said.
States will create their own “pack of lands”
Under DILRMP 3.0, each state will be able to develop its own “land stack” by integrating land-related data sets and systems through APIs. These state-level stacks will become the building blocks of a federated national land mass, ensuring interoperability while maintaining ownership and control of data with the relevant authorities.
The program will also assign a 14-digit Bhu-Aadhaar, or Unique Land Plot Identification Number (ULPIN), to each land plot and ensure full geo-referencing of cadastral maps.
Under this initiative, 75 high-traffic sub-registrar offices will be upgraded into ‘registration seva kendras’ on the lines of passport seva kendras.
Heritage records, urban mapping and tax courts
The government will also focus on scanning outdated land registers, creating a repository of registration data and computerizing tax courts. The NAKSHA Urban Land Mapping Initiative will facilitate the preparation of urban property maps.
Chouhan said DILRMP 3.0 will help farmers access institutional credit and reduce the need for repeated visits to government offices.
According to the government, in the early stages of DILRMP, 99.9 percent of title records and 97 percent of cadastral maps were digitized, while 99 percent of sub-registrar offices were computerized.

The scheme will be implemented in all states and Union territories with 100 percent central funding. Funds will be released in phases based on results and progress will be tracked through the DILRMP-MIS dashboard in real time.
