The funeral of one of the two police officers killed in the accident will take place later.
PC Matthew Blades, 37, and PC Tom Clough, 38, died on August 22 when a Volkswagen Passat collided with their marked armed response vehicle on the A66 at South Bank, near Middlesbrough. Five young people also died.
There will be road closures in Hartlepool from 07:30 BST for PC Blades’ funeral to allow for a full police ceremonial funeral.
Speaking on behalf of his family, Cleveland Police Federation chairwoman Lauren Somerville said “life seems unbearably quiet” without the father-of-two’s “stupid jokes” and laughter.
Officers pursued the Passat for almost seven minutes after it was linked to previous alleged criminal activity, but the pursuit was abandoned 10 seconds before the crash when it veered onto a dual carriageway, the Independent Office for Police Conduct (IOPC) said.
PC Blades and PC Clough were in the car searching for the Passat after its cloned number plates activated the Automatic Number Plate Recognition camera, although they were not involved in the pursuit, according to the IOPC.
Also killed in the crash were Cole Worthy and Theo Ray, 17, Makai Saddington, 18, and 23-year-olds Michael Cahill and Jakub Matusiak.
